Marjorie A. Dogan – Acting Municipal Manager
Attended college at Norfolk State University, Norfolk, Virginia. Marjorie began working for the City of Virginia Beach Parks and Recreation Department as a Youth Center Director at the Fairfield Elementary School, Virginia Beach, Virginia.
Ms. Dogan began working for the Village of Woodlawn in August 1980 as the Assistant to the Recreation Director. In January 1981 Ms. Dogan was promoted to Recreation Director. In 1992 the title was changed to Director of Community Services Parks and Recreation.
In 1993 Ms. Dogan was appointed as Acting Village Manager under the administration of Mr. Lucius L. Ware and was appointed in January 2000 as the Acting Village Manager.
Ms. Dogan has been married to Gerald Dogan for 20 years and they have two children, Jessica age 19 and Gerald Jr. 11 years old.
Marjorie is a recent graduate of the Urban League African American Leadership Program, class VII, she is a Certified Pool Operator. President of the Village of Woodlawn Kiwanis and a member of the following:
- Ethnic Minority Section Chair for the Ohio Parks & Recreation Association
- Ohio Parks & Recreation Associations
- National Parks & Recreation Associations
- Cincinnati Chapter Urban League
Mark Hunt – Fire Chief
Mark Hunt has been in Fire Service since 1984. Starting as an volunteer firefighter with the city of Oxford, Mark chose firefighting as a career with the City of Middletown in 1986. Trained in Fire Investigation, Hazardous Materials Operations and Juvenile Firesetting Counseling. Mark is a Certified Fire Safety Inspector. He also has been a paramedic for twelve years. Mark has been employed with the Village of Woodlawn since 1994.
Walter F. Obermeyer – Police Chief
Chief Obermeyer’s dedication to the Woodlawn Police Department and the Village of Woodlawn speaks through his dedication to return from retirement to become the Chief in May of 1998.
Chief Obermeyer retired as Assistant Police Chief in 1995. He began his career as a Patrol Officer and was promoted to Sargent, Investigator, Lieutenant and later Assistant Police Chief.
Chief Obermeyer is Married, with three children.
Melcenia”Mel” Hunter – Administrative Asst. to Village Manager & the Woodlawn Building Department
Melcenia has been a resident of the Village of Woodlawn since 1968. After working as a volunteer in the Recreation Department under Director Marji Dogan, Melcenia began her employment with the Village in 1983. Melcenia worked in the Woodlawn Police Department for former Chief John Williams as the Police Secretary and Clerk of Courts, she was nicknamed “Mel” by the Woodlawn Officers. In 1989, Mel moved down the hall to Administration and the Building Department. There she provides assistance to the Village Manager, Building Commissioner and Zoning Officer. Mel also has the job of recording minutes for the Planning Commission, Economic Development Committee and Board of Zoning Appeals.
When Mel is not helping residents or businesses through the process of obtaining building permits, she enjoys working with computer graphics and her hobby Ceramics.
Mel is married to John and has 3 adult children, and one grandchild, Ameena, who she is doing her best to spoil!!!.

Brenda B. (Allen) Love – Clerk of Woodlawn Council
Ms. Love began working for the Village of Woodlawn as Finance Clerk, within a couple of weeks after returning “home” to Cincinnati in 1990. She was appointed Clerk of Council, (Director of Legislative Services) in 1994 and has completed one of three years of the certified program in this capacity.
Ms. Love was born and raised in near by Lincoln Heights, however she moved to Southern California during her late teens, after she graduated from Glendale High School. Ms. Love attended Santa Monica and Cal State Domingues Hills Colleges and graduated from Webster.
Brenda has worked as a Senior Accounting Cashier (Century City Hotel), taught remedial reading (Lake Elsinore Jr. and Sr. High Schools), a fashion Coordinator (U.S. Dept. of Commerce in Addis Ababa, Ethiopia, Africa), medical office manager (front and back offices), and owner of Love’s Medical Transcription Service.
Ms. Love has three adult sons, two married in California and one lives in New Jersey. She also has three granddaughters and three grandsons.
Terry Meadows – Service Director
Mr. Meadows was born and raised in the Village of Woodlawn and has twenty years of service with the Village. He attended Woodlawn elementary, Princeton Jr. and Sr. high schools.
Mr. Meadows is married to Vernita and has two sons Terrence and Stephen and one daughter Zelaya. Terry is also an Associate Minister at Tabernacle Baptist church.
Deborah Rhodes – Clerk of Courts
Ms. Rhodes was appointed to this position by the Mayor in January 2000. She has successfully completed Mayor’s Clerk training with Kent State and the Ohio Municipal League. She is a member of the Association of Mayor’s Court Clerks of Southwest Ohio.
Prior to coming to the Village of Woodlawn, Deborah worked 12 years managing Section 8 housing, and worked for the Princeton School’s Transportation Department. Ms. Rhodes worked many years at the UDF when it was located in Woodlawn.
Ms. Rhodes is 46, married 25 years with two daughters and “The World’s Most Beautiful granddaughter”. Ms. Rhodes was born and raised in Woodlawn, and attended Princeton Schools from K-12, and again working in the Village, Deborah says,”I feel as if I’ve come home”.
